Transport infrastructure development: Accelerating key projects

In recent years, the development of a transport infrastructure system with intra-provincial and inter-provincial connectivity has received special attention from the province, focusing resources on implementation to speed up progress. From there, creating new development space contributes to promoting the province's socio-economic development.

In 2024, the units assigned to invest will carry out transition and start 12 new large transport infrastructure projects with high connectivity with a total length of more than 230 km, total investment of more than 16 trillion VND.  These are important transport infrastructure projects that have a huge impact and have a direct impact on the development of the province.

Putting 8 projects into operation in 2024

According to the plan, by the end of 2024, investors must complete 8/12 projects with a total length of about 150.1 km. Among them, there are a number of large projects such as: project to renovate and upgrade National Highway 4B section Km 3+700 to Km 18 (13.1 km long); upgrading section Km 18 to Km 80 of National Highway 4B (62 km long); traffic project connecting National Highway 4B with National Highway 18 (10.47 km long); Tan Tri - Nghinh Tuong road project in Bac Son district (9.3 km long); Expressway intersection project with VSIP Lang Son industrial park (branch roads connecting the expressway are 4.5km long); project to renovate and upgrade Cao Loc - Ba Son road (25 km long); Xuan Long road, Cao Loc-Trang Cac district, Van Quan district (main route and branch routes 17km long); Inter-commune road project from Chi Lang town to Y Tich commune, Chi Lang district (7.8 km long).

The project to renovate and upgrade National Highway 4B, section Km 3+700 to Km18 is 13.1 km long, it is a key traffic project of the province designed with a scale of 4 lanes and contractors are urgently completing construction and installation items. After nearly 3 years of implementation, by mid-April 2024, the implementation volume reached about 70% of the contract value, the basic progress met the set requirements.

Mr. Trinh Tuan Dong, Director of the Provincial Construction Investment Project Management Board, project investor information: During the project implementation process, many difficulties arose due to adjusting some project route sections, especially problems with site clearance. To solve them, the investor proactively coordinated and supported the People's Committees of Cao Loc and Loc Binh districts to resolve difficulties and speed up progress. Therefore, the difficulties related to mines, resettlement, waste disposal sites... have now basically been resolved. Currently, the investor is urging contractors to focus all their efforts on organizing construction and installation, striving to basically complete the project in September 2024.

Another project that the province is also focusing on urging and directing to speed up construction and completion in 2024 is the road project connecting National Highway 4B with National Highway 18 in Dinh Lap district with a length of 10.47 km.

Mr. Nguyen Anh Tuan, Director of the Transportation Infrastructure Construction and Maintenance Management Board - the unit assigned as the project investor, said: This is a highly connected project between Lang Son province and Quang Ninh province. According to the plan, the project must complete construction in 2024. Therefore, the investor asked the contractor to mobilize more equipment, organize more construction tasks to speed up the items and make weekly reports on the results of construction and installation of the items.

By mid-April 2024, contractors have completed the project volume reaching 50% of the plan, meeting progress requirements. Mr. Nguyen Hai Phong, Director of Nga Phong Lang Son Co., Ltd., contractor for package number 1 from Km0 to Km5 said: Under the direction of the investor, the unit added an equipment complex including 2 excavators, 2 cars and 1 vibrating roller to increase production capacity. Currently, the project of opening the road foundation has been completed, the unit is completing the road foundation to prepare for construction phase change in May 2024 and strive to complete the bidding package in October 2024.

For the remaining 6 projects, through practical research, the implementation volume all meets the set requirements. Notably, some investors strive to complete 4 projects in August 2024, including: project to renovate and upgrade Cao Loc-Ba Son road; Xuan Long-Trang Cac road; Tan Tri - Nghinh Tuong road and expressway intersection project into VSIP Lang Son industrial park.

For the inter-commune road project from Chi Lang town to Y Tich commune and the project to upgrade section Km18 to Km80 of National Highway 4B, the investor is currently also implementing many solutions to speed up. Specifically: launching peak emulation on construction sites; Add more subcontractors to increase production capacity and support localities to speed up site clearance for projects.

Accelerating the progress of 4 projects

In addition to the projects expected to be completed in 2024, The Provincial People's Committee is also focusing on urging units assigned to invest in 2 new construction projects to accelerate the progress of 2 transitional projects to be completed after 2024.

Specifically, new construction projects include: Huu Nghi - Chi Lang Border Gate expressway project in the form of public-private partnership (PPP) investment with a length of more than 43 km, total investment of more than 11 trillion VND and investment project to build roads connecting VSIP Lang Son industrial park, provincial Road No.245 with National Highway 31 - My An Port, Bac Giang province, 5 km long, with a total investment of about 160 billion VND.

Mr. Luong Trong Quynh, Vice Chairman of the Provincial People's Committee emphasized: Newly started key transport infrastructure projects have great significance in connecting the region, contributing to supporting the province's socio-economic development. Therefore, the Provincial People's Committee has prioritized mobilizing resources to allocate enough capital to promote construction and site clearance.

In particular, the province has focused on balancing resources, directing industries and investors to propose projects to complete investment procedures for the Huu Nghi - Chi Lang expressway project. To date, the Provincial People's Committee has completed the step of selecting investors and signing project implementation contracts with businesses with potential and experience in implementing large transportation infrastructure projects across the country.

At the same time, the Provincial People's Committee focused on directing the implementation of many solutions to accelerate site clearance of traffic projects such as: allocating resources to build resettlement areas, organize meetings to review site clearance work on a monthly basis, or unexpectedly for key projects to promptly remove problems within its authority.

It is known that both of these important projects have been implemented ahead of schedule by industries, developers and investors in investment preparation work so that the project is eligible to start construction in the second quarter of 2024.

Particularly, two projects expected to be completed after 2024 include: investment project to build bypass route of provincial road no. 226 (section passing Binh Gia and Van Mich towns) and resettlement and residential area in Binh Gia town; The specialized freight road project at border milestone no. 1119-1120 is being actively coordinated by investors with districts to clear the site.

2024 is the year the province determines to accelerate the implementation of targets and tasks of the Resolution of the 17th Provincial Party Congress and the socio-economic development plan for the period of 2021-2025, including the task of developing transport infrastructure gradually synchronously and modernly. The province's drastic direction in implementing key transport infrastructure projects has been creating a new look for Lang Son province's transport infrastructure system, contributing to promoting rapid and sustainable socio-economic development.
