Quang Ninh targets to become leading global tourism hub by 2045

The northern province of Quang Ninh is aiming to position itself as a premier international tourism hub and one of Asia’s top travel destinations, under a newly-approved tourism development scheme to 2030, with a vision to 2045.
Endorsed by the provincial People’s Committee on April 17, the scheme sets out a strategic roadmap to transform Quang Ninh into a gateway connecting the Red River Delta and the country as a whole with the broader region and global tourism markets. This development strategy is firmly rooted in the principles of green growth and circular economy, with the “Four-Season Tourism” model serving as a focal point to unlock the province’s year-round potential.
Under the scheme, Quang Ninh will be developed into a hub for international music, cinema, cultural exchange, and global festivals. It also aims to emerge as a regional centre for meetings, incentives, conferences, and exhibitions (MICE), while establishing itself as a leading destination for wellness retreats, honeymoons, and spiritual tourism.
A cornerstone of the strategy is substantial investment in modern and synchronised infrastructure to support sustainable tourism growth. This includes upgrading transport and logistics networks, expanding tourist information centres, and enhancing premium tourism services to improve accessibility and encourage visitors to stay longer. The province also places strong emphasis on strengthening regional and international connectivity.

By 2030, tourism is anticipated to become the province's spearhead economic sector. The province aims to attract more than 26 million visitors, including 9 million from abroad, and achieve 13 million overnight stays. Tourism revenue is projected to reach 158 trillion VND, 3.4 times higher than in 2024.
By 2045, Quang Ninh aims to become a globally connected tourism centre, a world-leading destination with a harmonious ecosystem where people, nature and economic development coexist.
To realise these long-term goals, Quang Ninh will focus on enhancing its tourism brand, developing high-quality tourism products, expanding international marketing efforts, and diversifying target markets. The province also plans to accelerate digital transformation, develop a highly skilled tourism workforce, and align management systems and policies with international standards.
From 2025 to 2030, major investments will be made to complete and expand infrastructure, including international airports, modern seaports, expressways and accommodation facilities. Focus will be placed on developing modern and integrated tourism infrastructure in Mong Cai city and the Cua Luc Bay area./.
