Lang Son Provincial People's Committee holds second regular meeting of April: Eight key issues discussed and decided

On April 22, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired the second regular meeting of the Lang Son Provincial People's Committee for April to review, comment on, and decide on eight important issues proposed by departments and agencies within their authority.

During the meeting, delegates focused on discussing and commenting on several matters: a draft proposal from the Provincial People’s Committee and a draft resolution of the Provincial People’s Council supporting the plan to restructure commune-level administrative units; the draft implementation plan for the Politburo’s Conclusion No. 115 dated January 16, 2025, on continuing to implement Resolution No. 39 dated January 15, 2019, of the 12th Politburo on improving the efficiency of management, exploitation, utilization and mobilization of economic resources; and a draft Decision of the Provincial People’s Committee on adjusting the land price list and amending certain provisions in previous Decisions on land pricing for the 2020–2024 period and for 2025.

In discussions on the restructuring of commune-level administrative units, the delegates agreed with the draft proposal to merge 194 communes into 65 communes (including 4 wards and 61 communes) and approved the proposed names of the new administrative units.

Regarding the draft implementation plan for Conclusion No. 115 of the Politburo, members of the Provincial People’s Committee recommended that the drafting agency include assessments of existing limitations and their causes, as well as comparisons of the labor force, vocational training rates, and qualifications of teachers and administrators compared to 2019 across different sectors.

On the topic of revising the land price list, the committee members proposed that the drafting agency review land prices in the Nam Hoang Dong urban area and other urban areas in Lang Son city; add commercial and service land prices segmented by road sections; and maintain the adjustment coefficients proposed by Lang Son city for certain roads in the Phu Loc 4 urban zone.

In concluding remarks, the Chairman of the Provincial People's Committee emphasized that these were crucial matters, particularly the restructuring of commune-level administrative units and the adjustment of the land price list, which directly support the province’s socio-economic development in the coming period.

Based on the outcomes of the discussion, the Chairman requested that for communes with differing opinions on names or boundary adjustments at the hamlet level, district authorities must continue collecting public feedback in a democratic, transparent, and consensus-oriented manner. He also asked districts to step up communication efforts to help residents understand and support the proposed new names, ensuring they are meaningful and not duplicated. Districts must complete voter consultations before April 24.

On the draft land price list, the Chairman expressed general agreement with the proposal and asked the drafting agency to incorporate feedback, review and finalize the document, and submit it to the Provincial People’s Committee by April 24.

Regarding the implementation plan for Conclusion No. 115, he instructed the drafting agency to re-examine targets and feasibility, and supplement resource mobilization strategies to ensure double-digit economic growth as directed by the central government, such as capitalizing on border trade resources and the UNESCO Global Geopark.

During the meeting, the Provincial People’s Committee also reviewed and approved several other key matters, including: a draft provincial plan for the development of the electricity supply network by 2030 under the provincial planning framework; a draft plan by the Provincial Party Standing Committee to implement Conclusion No. 91 dated August 12, 2024, of the Politburo on continuing to carry out Resolution No. 29 dated November 4, 2013, of the 11th Party Central Committee on comprehensive reform of education and training to meet the demands of industrialization, modernization, and international integration in a socialist-oriented market economy; a draft resolution of the Provincial People’s Council on regulations for non-tuition educational service fees, collection levels, and financial management mechanisms for public education institutions in the province; a proposal from the Provincial People’s Committee to develop a resolution on support policies for the development of non-public preschool education from 2025 to 2030; and a draft proposal and plan to establish Lang Son College by merging Lang Son Vocational College, Lang Son Medical College, and Lang Son College of Education and renaming the merged institution as Lang Son College.
