Accelerating Site Clearance for Key Projects

On April 23, Mr. Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of the province, Head of the Steering Committee for Compensation and Site Clearance of Key Projects in the Province (the Steering Committee), chaired a meeting to review the status and results of site clearance efforts in April 2025.

Attending the meeting were Ms. Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, as well as members of the Steering Committee, leaders of districts and cities, and representatives from relevant departments and units.

According to the report, from mid-March 2025 until now, the leadership and implementation of compensation and site clearance for 10 key projects have been actively carried out by the provincial and district-level Steering Committees. Relevant departments and sectors have coordinated with district-level People's Committees to effectively resolve arising issues.

As of April 22, 2025, four projects had their sites handed over with a total area of 134.5 hectares; four projects are in the process of inventory and assessment; and two projects showed no progress compared to mid-March 2025. Overall, six projects are on schedule for site clearance, while four projects are delayed.

The working groups have continued to operate effectively. Specifically, the propaganda and petition-handling team has conducted outreach to 2,913 households and individuals affected by key projects; received four visits from citizens; received 26 petitions and complaints, of which three have been resolved and 23 are under review.

During the conference, leaders of districts and cities proposed that the Provincial Steering Committee direct relevant departments under the Provincial People’s Committee to accelerate the review and resolution of issues related to the implementation of alternative support mechanisms under the authority of the province. These include allowing districts to apply alternative support measures for households that must relocate but have structures or buildings situated outside the designated clearance area; and reviewing cases where houses were built on agricultural land after July 1, 2024.

In addition, the districts requested that the Provincial Steering Committee continue directing relevant provincial departments to support district-level People's Committees in reviewing and completing documentation for compulsory land recovery in cases of non-compliance; resolving obstacles for projects that have approved compensation plans but whose investors have not yet transferred the necessary funding; expediting the construction of resettlement areas and the relocation of technical infrastructure.

Furthermore, Cao Loc District proposed that the Steering Committee include the smart border gate construction project in the list of key projects directly overseen by the Provincial Steering Committee for site clearance work.

Regarding the assignment of responsibilities to departments for monitoring and urging the progress of key projects, participants at the meeting proposed adjustments to ensure consistency and to mobilize the collective strength in the leadership and direction of compensation and site clearance efforts for key projects.

In his concluding remarks, the Secretary of the Provincial Party Committee commended departments, districts, city, and working groups under the Steering Committee for their effective implementation of site clearance for key projects in recent times.

For upcoming tasks, the Secretary of the Provincial Party Committee requested that the Provincial People’s Committee consider organizing meetings with investors to urge them to promptly resume project implementation and allocate funds to pay for approved site clearance plans. He also directed the district- and city-level People’s Committees, along with investors, to accelerate the pace of site clearance and construction according to schedule.

Addressing district and city governments, the Secretary required leaders of these localities to remain highly focused and determined in directing the site clearance of key projects, ensuring that work is not stalled or interrupted. He emphasized the need to completely resolve land clearance issues for key projects such as expressway routes and the VSIP Lang Son industrial park project.

Regarding the responsibilities of the working groups, he urged them to continue promoting their sense of responsibility and to coordinate with local authorities to effectively carry out public communication and handle any arising petitions or complaints.

As for the assignment of responsibilities for monitoring and urging progress on projects, the Secretary provided specific instructions for each member of the Provincial Party Standing Committee, the People's Council, the People's Committee, and relevant departments to oversee site clearance work for key projects in the province throughout 2025.
